Standing in the heart of a ruined New Orleans four months ago, President Bush promised Americans careful scrutiny of local readiness plans.
Time's almost up for the states and 75 biggest cities to deliver their catastrophic response plans to the Homeland Security Department. Those missing Tuesday's deadline – and Texas says it won't – jeopardize their chance for a slice of the $2.5 billion in federal homeland security grants that will be doled out this year.
