Hillary Clinton said Sunday that the federal government needs to be "a better partner" in helping southeastern Louisiana recover from the blow dealt by Hurricane Katrina by, among other things, building state-of-the-art levees, providing temporary housing and giving residents other forms of assistance to get back on their feet.
