| President Bush's Sunday night address to the nation was supposed to be the gentle coda to a turbulent year, a message of hope before the country pauses for the Christmas season.
Instead, to many in Washington, the speech had the look of a last-ditch effort by an embattled president eager to reverse his political fortunes, as Congress continued to fight bitterly over the budget, Alaskan oil drilling, the Patriot Act and, most of all, domestic spying.
